Dili, Timor-Leste 28th June 2025 – In a landmark decision poised to accelerate Timor-Leste’s digital transformation, the government has selected Zchwantech Titan Lda (“Zchwantech”), a regional leader in mission-critical technology solutions, to spearhead the country’s National Digital Identity (Digital ID) project. This strategic initiative underscores Timor-Leste’s commitment to modernizing its infrastructure as it prepares for formal ASEAN membership in 2025.

The National Digital ID system is envisioned as the cornerstone of Timor-Leste’s paperless governance strategy, enabling seamless access to public services, reducing bureaucratic inefficiencies, and fostering greater transparency. Oecusse-Ambeno: The Proving Ground
In a forward-thinking move, the Special Administrative Region of Oecusse-Ambeno (RAEOA) will serve as the pilot zone for the Digital ID rollout. A Memorandum of Understanding (MoU), signed in January 2025, solidified this partnership, positioning Oecusse as a living lab for the nation’s digital ambitions. Successful implementation here will pave the way for nationwide deployment.
